The I-66 Express fully opened to traffic ahead of schedule in December 2023. In this panel, we will share perspectives from the owner, key federal agencies, and the private developer, answering questions such as: What does it take to deliver a multi-billion-dollar P3 successfully? What distinguishes this project from past P3 projects? What key aspects of the project were instrumental in the on-time delivery? In addition, panelists will examine difficulties that arose and areas of potential improvement.

Public transit agencies realized historically low revenues due to ridership declines during the pandemic. Some agencies leverage the value of their real estate to help fund transit operations through joint development. While ridership has slowly increased post-COVID, the commercial real estate market has been stifled by increasing interest rates, construction and labor costs, tighter underwriting criteria, and declines in office demand, among other factors. This panel includes leaders of transit agencies, municipalities, and their consultants who will discuss how they have adapted to these challenges to advance infrastructure and joint development projects.

This panel discussion will take a deep dive into the first-of-its-kind partnership between the City of College Park and University of Maryland (UMD). Through the partnership, the City and UMD successfully assembled property and built a jointly owned building that houses a new City Hall, street-level retail and UMD offices. This partnership illustrates the power of city-university collaboration (a Public-Public Partnership) and can serve as a model for other cities to follow. We will explore key elements that enabled the partnership to flourish and share ideas on how others might establish similar partnerships.

During this session, both public and private sector experts will discuss the basic and best practices for P3 deal structuring. They will also share their views on the best practices for contract management for the long-term success of a P3.

Recent projects have exposed the challenges and barriers to entry for MWBE firms and owners looking to achieve DEI goals. This dialogue will highlight how creative solutions implemented though a P3 program can turn challenges into opportunities and truly address diversity and equity in infrastructure. This will be an interactive discussion and panelists will address the impact these projects have especially for diverse communities and businesses.

Following the devastation from Hurricane Maria in 2017, the island of Puerto Rico faced significant challenges to rebuild.  The Government of Puerto Rico created the Central Office for Recovery, Reconstruction and Resiliency (COR3) as a counterparty to FEMA to streamline the recovery process and get access to funding for vital infrastructure upgrades.  They have been able to leverage the lessons they have learned through this rebuilding process to achieve great success on highway and electric grid P3 projects.  They look to build on that success with a number of promising P3 projects in the pipeline.  Fermin Fontanes from PRP3A and Manuel A.J Laboy Rivera from COR3 will discuss how Puerto Rico has become a leader in disaster recovery and how some of the best practices they have learned through these challenges can be applied by owners who find themselves with similar difficulties following natural disasters.

When running a P3 procurement, the public sector project manager could potentially spend more time with your advisors than you will with your own family, so you need to pick your advisor carefully. In this session we explore the core skillsets and areas of expertise you'll want to engage as you move your project forward.

With co-presenters from the Veterans Administration, donors and development teams, this session will examine how private healthcare design processes can influence VA medical projects. Presenters will illuminate processes and outcomes from two trailblazing projects: the VA Ambulatory Care Center project in Omaha, Nebraska, and the VA Hospital in Tulsa (VHiT). The CHIP-IN for Veterans Act of 2016 allowed VA hospitals to take advantage innovations commonly used in private-sector projects, including performance specifications, modern QA/QC processes, and strategic partnerships such as P3s. Both projects are saving the Government time and money supporting critical facilities serving Veterans in the region.
